Mobile carriers have certain requirements to ensure that the businesses running text-messaging campaigns on their networks do not include bad actors that deliver fraud and spam to their subscribers. This initiative is run with industry self-regulation, which requires campaign participants to follow messaging best practices and carrier-specific standards. These industry best practices are still evolving and there is no regulatory oversight because text messaging is not regulated like telephone communications. We continue to work with industry participants to address certain use cases that may not fall squarely within the industry self-regulatory regime, including healthcare communications.
In late 2024, our third-party partners alerted us that it would not allow unregistered campaigns to run on mobile carrier networks. As a result, many companies submitted the required campaign materials to the third-party aggregators that work with the mobile carriers to approve campaigns on the network. Given the volume of submissions, there are delays in reviewing the campaigns. We are working closely with our partners to address these delays and to ensure you have all the correct information submitted for review.
